The big change for GA was finally dropping the encryption on the 2D barcode which because GA did not have the rights to the decryption algorithm, basically made the barcode unreadable. 
After merchant groups complained about not being able to use ID Scanners due to this encryption, GA finally got in line with the other states. Now all 50 states are machine readable (PDF417 barcode or Magnetic Stripe).
